After Bali Province failed to invite investors to build toll road and bridge connecting Serangan to Tanjung Benoa, Nusa Dua, later it was offered fly over and subway to overcame the traffic jam on the route of Bypass Ngurah Rai ranging from Dewa Ruci roundabouts, Tuban T-junction up to Nusa Dua. The Head of Bali Public Worked Service, I Gusti Nyoman Sura Adnyana, said the matter, Friday (Nov 6).
Such an offer related to green light rendered by Minister of Public Works, Djoko Kirmanto, after seeing the design of fly over and subway. Technically, there was no problem. “However, we should also consider it in terms of customary and cultural aspects,” he said.
Semingly, Minister of Public Works realized that it was not easy to build fly-over in Bali as it concerned with customary and cultural aspects. This matter has once been discussed at Warung Beras Bali by inviting resource person Ida Pedanda Gunung, customary figure and discoverer of Sosrobahu technique, Ida Cokorde Sukawati. However, it was encountered a cross opinion regarding to flyover. “This problem should be resolved at regional level before proposing its budget to central government,” said Minister of Public Works as quoted by the Head of Bali Public Works Service.
While waiting for the realization of this road, his party performed the widening to the road body at particular points and reduced crossroads to overcome the traffic jams at certain paths. Besides, geometric of the road should be improved, notably at routes that were vulnerable to traffic accident like that of Denpasar-Gilimanuk route.
Alternatives of fly-over and subway were expected to answer the complain of the Head of Commission III of Bali House, Putu Agus Suradnyana that the traffic jam at Dewa Ruci roundabouts and T-junction of Ngurah Rai Airports were extraordinarily serious. “Just imagine, tourists that would like to go to Ubud from Nusa Dua should take up to 2 hours due to traffic jam at those points,” he said.
For that purpose, there should be braveness of regional government to re-offer the fly-over and subway before the traffic jam was getting more serious. Chiefly, the one happened at Dewa Ruci roundabouts. His party also expected that government dared allocate a budget for the development of road and Serangan-Tanjung Benoa Bridge when there were no investors showing interest to take the road project.
Previously, the road and Serangan-Tanjung Benoa, Nusa Dua Bridge has been offered for two times to Toll Road Development Authority (BPJT) to look for investor. However, no investors looked to be interested as it was not profitable. Lately, there was an issue that investors from China and Korea would have an interest to build the toll road and bridge. Yet, the party of Bali House felt pessimistic it could be realized. “The route is short, only 9 km and dominant users will be motorbike,” he said.
